How do I formally file a complaint against the apartment complex where I live?

there is nobody who will take your "formal complaint" about the blizzard not being cleared up fast enough. your apartment complex probably contracts with a plowing service that also works for dozens of other apartment complexes and shopping centers and office buildings and bank branches and fast food restaurants in your area. it's really harsh that your job didn't pay you....don't you have vacation or personal days? maybe you should figure out a Plan B for getting to work if this happens again.
