Is it a good idea to buy a house with 2-3 bed rooms and rent it out?

I'm looking at properties the suburban areas of pittsburgh and their is a few which are in not to great of an area for 30,000 that I could buy and rent out for between 300-500 a month plus utilities. Is this a good idea?
