My brother in law tried to put my starter in, but was unable do to the snow; he works for a car dealership?

You have a real putz for a brother in law, when I give my word I do what I say I will. Hate to say this but its time you have your vehicle moved to a shop that will perform the repair that you need. If he told you to incur the expense of towing to his place of work and then backs out of the arrangement, I would tend to hold him partially responsible for the tow to take it else where. This is entirely up to you. How come there are so many @#$ holes out here that make promises and don't follow through. Good Luck and I hope you get him to help you with some of the expense.
