700R4 will not shift out of 1st gear?

I was driving down the highway and my 1991 Suburban V1500 4x4 shifted down into either first or second gear and will not upshift. Park,Neutral and Reverse are all working fine and it only appears to have a very bad leak. Should I just replace the gasket and oil or does it sound like i need a new transmission?
