Do I need a new ABS controller?

Just bought a 1994 Chevrolet Cavalier Z24 and noticed (when I bought it) that it has ABS, it was slippery out today, so I decided to try it. It didn't work, I just locked up the brakes and slid for a second. But the ABS light didn't turn on on the dash board. It does come on for a second when the car is first started (like it's supposed to). What could be wrong?
